the newest cop in my hometown was ticket crazy too, but i knew him personally and he explained that it was because if he came in and people thought he was soft, they would take advantage of that. he said he had to set down his reputation as a hardass or people would try to pull things over on him.

there's assholes in every job. most cops i've ever encountered are nice. some can be assholes, but there are a lot of those in the world. sometimes people can just be having a bad day too.
