This is just one example of a job advertizement. What I have found is tht people put the driver's license requirement as a big stamp on every job without thinking of the actual job requirements.
Why would you need to drive in order to work at a hospital? ...for example.

My name is Jonathan Alpert. I live in the Boston Massachusetts area. I am a master's level mental health counselor seeking fulltime employment.
I came across a job advertisement on usajobs.com from your department. I am perplex by what I have found and unfortunately, it's far from the first time I have seen the following:
On the va.gov website, it states "Special Employment Consideration: VA encourages persons with disabilities to apply."
However, it also states "NOTE: Applicant must have a current, unrestricted driver’s license."
I am disabled. I am blind but I obviously do not and cannot have a driver's license. This has held me back from obtaining fulltime employment. I feel that this is a discrimination against people who have a vision disability.
How can I and the millions of other people in America who has a vision disability obtain employment with the driver's license restriction?
All I want is to be an employed member of society.

It isn't discrimination it is clearly a requirement of the job, calling that discrimination means any job where sight is a requirement is therefore discrimination.
I've sometimes seen that listed so that companies can try to require that people have a valid and reliable mode of transportation to work. We don't require it at my company and it's amazing how many employees tend to be late because they missed their bus or the buses were running late.
